There's only "Followers" button in my Profile, no "Following".
Click "Followers" and on that page you'll also see a link to "Following".

I agree, this was not a very good change. I don't really see the point of it either. There is plenty of real estate up there to keep the following button. I looked for it forever before coming here to find the answer. What exactly is the point of that change?
Originally, there was both a "Followers" and "Following" link in the top bar of your profile. However, there had to come a new link for "Studies", so the "Following" link has been removed in favor of that.
There is a lot of open space to the right of those links (in the same bar). Any particular reason that can't be used?
There might be a reason... not one that I know of though.
What about showing all followers and following users in bottom-right popup window instead of showing only online ones? That'll be great shortcut.
For people that follow many people or that get heavily followed, the popup would just explode. I don't think that's a good solution.
#4 depends on which language you use, for example in greek it would overflow
